About the light. You dont need to run it at all if you dont want. Bacteria will be fine without light.

I cant recommend a bacterial additive. Just look for an expiration date and something not too expensive.

Im curious how that stock skimmer is working?

And if you are going to add some of the cycle type bacteria i wouldnt run the skimmer for a few day after you add it.

Its really hard to get photos that show the true color. For the bubble algae you could try taking a siphon hose thats bigger then the bubbles and start sucking water from the tank and hold it right over the bubbles and then with a knife pick the bubbles off ans suck them right out.
